At this point, it's akin to laws claiming you can beat your wife with a stick of a certain diameter.

Looking into it more..Apparently there was an executive order to the effect of "Do not enforce the penalty"

They did a better job with typography in particular. It was a very pleasing to the eye design. Just needed someone at the helm who wasn't a buffoon going on about "A 600.00 phone? Without a keyboard? guffaw".
